Community Engagement Report 

This document gives a report of how Gilbert obtained 60,938 community feedback touch points on the master plan. 

Through various platforms such as social media, surveys, email marketing, in-person workshops, flyers, and this webpage, the team was able to engage with 22.7% of Gilbert's population.

GRASP Atlas Inventory and Scoring

This document inventories every park in Gilbert and gives it a Geo-Referenced Amenities Standards Program® (GRASP®) score. 

Park visits were conducted by the consultant team and the following information was collected:

• Component location
• Component type
• Evaluation of component condition
• Evaluation of comfort and convenience features
• Evaluation of park design and ambience
• Site photos
• General comments

Based on the condition of the component, its size, or capacity relative to the need at that location, and its overall quality, the components were scored on the following scale:

• 0 = Not Functioning
• 1 = Below Expectations
• 2 = Meets Expectations
• 3 = Exceeds Expectations

Cost Recovery Analysis 

The consultant team analyzed the revenues, expenses, and utilization data associated with Gilbert Parks and Recreation and found a total cost recovery of 34.47% for the department.

The review covered the department’s revenue and nonrevenue-generating cost centers, including 14 revenue-generating facilities and program areas, 9 parks with rental revenues, and 11 Municipal Facilities cost centers.

The analysis is centered on the financial and participation data from the fiscal year (FY) 2022.

Sports Field Assessment Report

This document analyzes Gilbert's sports fields inventory, volume of participation, field conditions, and process for field allocations and then gives recommendations to the team on how to improve.

This phase involved a comprehensive engagement strategy with our community. From March to July of 2023, we provided several ways to get involved and asked you to help us, "Plan Where You Play" resulting in over 60,000 touchpoints!

This phase involved collecting data for parks and open space inventory as recreation assessment. The consultants evaluated Gilbert's levels of service, benchmarked Parks and Recreation resources, and assessed the recreation programs including budget, staffing, needs, and operations.  

Additionally, during this phase, consultant began to analyze on the community feedback that was collected from March to July of 2023.

The consultants held several workshops that provided recommendations, priorities, implementation strategies, and an overview of community engagements.

These meetings were held with staff and other stake holders in early 2024. 

A draft plan was developed and presented to Town Council on May 7th, 2024. Gilbert Town Council had opportunities to provide feedback on the plan and suggest changes before a final vote on June 18th, 2024 where the plan was officially adopted.

What's next?

The master plan was approved by Gilbert Town Council and now the work begins! Timelines, designs, and funding options will be explored to make this plan become a reality.

These priorities represent the community’s aspirations and provide valuable guidance for future planning and development. However, it is important to note that not all identified desires will be immediately added to Gilbert’s project list. The plan aims to address current needs while anticipating future growth, ensuring that their services continue to enhance the quality of life for all residents.

Since the development of the last Parks and Recreation Master Plan in 2014, the Town of Gilbert has experienced significant growth and development. This plan was presented and adopted by the Town Council on February 13, 2014.

In addition, new types of recreation activities have become popular, and how we spend our recreation time has changed. The purpose of the Master Plan is to set a direction for parks and recreation programs, events, and services offered by the Town over the next decade and beyond.
