How the Town Operates

Gilbert operates under the council-manager form of government. This combines the political leadership of elected officials with the managerial experience of an appointed Town Manager. All power and authority to set policy rests with an elected governing body, the Gilbert Town Council. The Council in turn hires a nonpartisan manager who runs the organization’s operations. Since its establishment, the council-manager form has become the most popular structure of local government in the United States.

Town Manager’s Role

As one of 4 Council Appointed positions, the Town Manager provides recommendations to Council regarding policy, administration and operations of the town. This includes management of the council-approved budget to implement day-to-day services and overseeing expenditures and efficiencies throughout all 16 departments along with the boards and commissions.
