The purpose of the Heritage District Parking Master Plan is to provide an analysis of existing, near-term and, build-out parking demands and parking conditions in the Heritage District. The Parking Masterplan considers the following parking types: on-street parking, off-street parking and parking structures. The Plan identified peak/off peak parking times, short term and seasonal changes and the role of public and private parking amenities taking into consideration existing parking conditions, as well as anticipated future parking. This Plan was coordinated with the current version of the Council adopted Heritage District Redevelopment Plan, and other adopted documents like the General Plan, while considering private developments, and ongoing and planned capital improvements per the Gilbert Capital Improvement Plan.

As part of the scope of work, the consultant also identified best practices for managing short, mid, and long-term parking, as well as potential funding mechanisms for theses best practices.

As a reference, this body of work has been part of an ongoing effort to support the growth and redevelopment of the Heritage District. Read the CURRENT PARKING MASTERPLAN HERE.

prior Parking Study in the Heritage District had been completed in 2015.

Additionally, a dialogue, via Council Study Session, regarding management of parking and financing of parking in the Heritage District based on this 2015 study was held in November 2016 – At that time, Council asked staff to continue to study and analyze parking in the Heritage District, and return in five to six years for an additional dialogue with Council.
