Jim Bisceglie serves as an Assistant Chief at the Gilbert Police Department and is currently assigned to the Investigations Bureau.  Jim has been with the Gilbert Police Department since 2021. Prior to moving to Arizona, Jim worked for the Elgin Illinois Police Department for over twenty years.  

Jim is a graduate of Miami University (Ohio) where he graduated in 2001 with a Bachelor of Arts in Public Administration. In 2014 Jim, obtained a Masters of Public Administration from Northern Illinois University. Jim is also a command college graduate of Northwestern University’s School of Police Staff and Command.  During his tenure in Elgin, Illinois Jim held a variety of assignments to include the Patrol and the Narcotics Division.  He was promoted to Sergeant in 2012 and served as a Patrol and Technical Investigations Unit Supervisor.  In 2016, Jim was promoted to Lieutenant where he  worked in the Patrol Division, Administrative Division (Research & Technology), and the Major Investigations Division.  In 2018, he was promoted to Commander where he served as the Commander of Operations and Strategic Initiatives.   

Jim is a member of the International Association of Chiefs of Police (IACP) and the Police Executive Research Forum (PERF)
